Land Use Management in Baviaans

ADMINISTRATION OF BAVIAANS LOCAL MUNICIPALITY'S LAND USE MANAGEMENT SYSTEM

 

Background:

 

Local municipalities within the Cacadu District are constantly faced with difficulties in appointing Town and Regional Planners to fulfil their strategic planning and land use management functions. 

 

In an attempt to capacitate local municipalities in the field of land use management, the Planning Unit has developed of an Electronic Land Use Management System which is designed in order to be operated by "non-Town Planners".

 

Key aspects of the Electronic Land Use Management System, called ‘Land Base', include:

 

  • All zoning and land use information for each erf within each settlement within the District are captured on the system.
  • The system cross references any proposed change in land use application (e.g. a rezoning, etc) against the respective local municipality's SDF thereby ensuring appropriate land use management.
  • The system serves as an interface for producing appropriate, technically correct reports to local municipality committees responsible for approving and / or rejecting land use management applications such as rezonings, etc.

 

Administration of the Baviaans Local Municipality's Land Use Management System:

 

Although Land Base is designed to assist Local Municipalities in fulfilling their land use management obligations, it is recognised that certain local municipalities will be unable to effectively undertake land use management even with the assistance of the electronic system.

 

In this regard, the Planning Unit has undertaken to administer the Land Use Management function on behalf of certain municipalities regarded as less enabled.

 

The Planning Unit has initiated this intervention in the Baviaans Local Municipality (BLM) and started assessing land use applications in September 2009.

 

A Service Level Agreement (SLA) has been signed with the BLM which permits the Planning Unit to assess land use applications and make informed recommendations to the BLM Council.  The SLA ensures that decision making authority and associated legal responsibility remains with the BLM.
