The CDM has over the past couple of years conducted Community Based Planning (CBP) in-house, i.e. the compilation of ward plans, within certain Local Municipalities within the District. Due to the large number of Local Municipalities within the District and hence the large number of wards, it would be impractical for the CDM to conduct CBP within all the Local Municipalities within reasonable timeframes.
As such the CDM has trained Local Municipality IDP Managers in CBP in order that they may implement the CBP process within their respective municipalities (training took place from Tuesday 20 October to Friday 23 October 2009).
Further to the training, IDP managers from the Local Municipalities will now train a core team of CBP facilitators within the respective Local Municipalities in order to assist and contribute to public participation processes within the varying communities. The CDM will provide support in this regard.
Parallel to the above, the CDM's Capacity Building Strategy is set to develop a Policy Framework for Public Participation within the Local Municipalities of Baviaans, Blue Crane Route, Camdeboo and Ikwezi. As CBP compliments the objectives of public participation, the CDM will provide hands-on support to the roll-out of CBP within those respective Local Municipalities.
